Aim of inspection

The aim of this targeted unannounced inspection at Hinkley Point C (HPC) was to sample the generation of Lifetime Quality Records (LTQRs) for the bulk mechanical, electrical and HVAC installation scope (HK8010).

Key findings, inspector's opinions and reasons for judgement made

This was a planned unannounced inspection at Hinkley Point C (HPC) targeted at the sampling of the generation of Lifetime Quality Records (LTQRs) for the bulk mechanical, electrical and HVAC installation scope (HK8010). The inspection was undertaken by conducting walkdowns to the HOR and HL buildings to sample records, and to undertake targeted discussions with relevant installation staff.

The inspection findings were as follows:

  • The clarity and completeness of physical records was variable and resulted in the identification of various minor shortfalls.

  • The clarity and completeness of electronic records was standardised within the Fieldview platform, and therefore eliminated a number of the challenges observed on the physical records.

  • The knowledge and expectations for completing records e.g. Inspection Test Records (ITRs) was variable amongst the staff sampled but there was a recognition that this is being addressed as part of the Fieldview roll-out.

  • There is a desire amongst the workforce to move to Fieldview because the use of physical records is not considered effective and/or scalable.

The inspection team's findings were shared with NNB GenCo (HPC) management as part of normal inspection feedback.

Conclusion

Based upon the limited records sampled during the inspection, a GREEN rating was assigned. However, ONR consider the effective roll-out of Fieldview to be a key enabler to fit-for-purpose records, and an integral aspect of the MEHA response to the INR Level 2 advice. Therefore, ONR will be maintaining a focus on this topic during future interactions.
