Aim of inspection
The aim of the inspection was to inspect NNB Generation Company (HPC) Ltd's (NNB GenCo) arrangements for compliance with Licence Condition (LC) 19, construction or installation of new plant, in relation to civil engineering construction assurance. In addition, the inspection reviewed compliance with arrangements for LC 6, documents records, authorities and certificates.
During the inspection, evidence of conformance with technical relevant good practice was sought, in the management, execution and recording of civil engineering works. Through this inspection, ONR aimed to gain confidence in the process and arrangements for the production of 'fit for purpose' records, the availability of key enabling tools, and the effectiveness of the Records Support Office for key contracts.

Key findings, inspector's opinions and reasons for judgement made
This Licence Condition (LC) 06 (documents records, authorities and certificates) and 19 (construction or installation of new plant) Inspection was carried out on Monday 03rd November and Tuesday 4th November at Hinkley Point C (HPC). The inspection comprised of a site visit to the Unit 1 turbine building (HM), and a focus on documentation for the Unit 1 HM and HR (reactor) buildings. Within the chosen buildings, we sampled the location of several NCRs and ascertained how the dutyholder had managed their correction.
The aim of the inspection was to inspect the arrangements for compliance with LC06 and LC19, in relation to civil engineering construction assurance. Specifically, the inspection sought to identify conformance with technical relevant good practice for the management, execution and recording of civil engineering works.
This inspection highlighted no significant regulatory shortfalls. A number of observations, such as incorrect work exclusion zone safety signage, were identified and actions were confirmed, where appropriate. Further L4 sessions were planned following the inspection to gain further confidence on the management of as-built documentation and red-line drawings.
Overall, on the basis of the inspection and evidence sampled, I judge that LC06 and LC19 arrangements in relation to construction of the nuclear safety significant buildings in Unit 1 are being implemented appropriately and are aligned with relevant good practice.
Conclusion
On the basis of the evidence sampled, I judge that NNB GenCo have implemented their LC06 (documents, records, authorities and certificates) and LC19 (construction or installation of new plant) arrangements for the on going nuclear safety significant construction work being carried out at site.
In relation to the specific areas sampled, I judge that NNB GenCo’s implementation of arrangements for the management and execution of as built records for civil engineering works on site for the construction of Unit 1 HM building were adequately controlled.
Upon consideration of the ONR guidance in relation to inspection ratings, I judge that a rating of Green (no formal action) is appropriate.
No regulatory issues were raised during this inspection.
Actions have been raised for the duty holder to consider and address after the inspection, which will be monitored through routine regulatory business.
