Aim of inspection
The purpose of this inspection was for ONR to establish how the basic elements of Heysham 2’s (HYB) safety case has been implemented in Heating and Ventilation Systems and Structures (SS) and fulfil their functional requirements.

Key findings, inspector's opinions and reasons for judgement made
This inspection on Heysham 2 (HYB) was carried out by a ONR Specialist Mechanical Inspector to consider the adequacy of implementation, and compliance with the licensee’s arrangements for the delivery of the safety functional requirements of the Heating and Ventilation system.
During this system based inspection, I sampled the following to inform my judgement:
- Discussions with Heating and Ventilation system System Owners and the Site Training Coordinator relating to training & development, a sample of completed training records and role profiles for Licence Condition 10;
- Enactment of the Heating and Ventilation system safety case through application of the Technical Specifications to ensure Limits and Conditions of operation and plant availability are appropriately implemented for compliance with Licence Condition 23;
- Heating and Ventilation system Operating Instructions, Surveillance Requirements, and their relation to the safety case as per Licence Condition 24;
- A plant walkdown of the sample of the Heating and Ventilation system, and review of completed maintenance activities on Heating and Ventilation system which included Work Order Cards, Maintenance Task management, and Plant Item Maintenance Instructions for compliance with Licence condition 28.
Conclusion
Based on my sample of the Heating and Ventilation system, including the plant walkdown discussions with system owners, I consider that HYB has adequately demonstrated its implementation arrangements for the delivery of the system functions of the sampled systems.
I did not observe any safety significant shortfalls during this inspection, and I have confidence that relevant mechanical engineering good practice is being met, therefore in accordance with ONR-INSP-GD-064, I judge that a GREEN inspection rating is appropriate for this inspection.
