Key findings, inspector's opinions and reasons for judgement made
The inspection was undertaken over two days, and involved detailed discussions related to:
- The status and integration of key management arrangements;
- The cascade of NNB GenCo (HPC) expectations to contractors;
- The approaches being utilised to generate records;
- The adequacy of records raised by on-site suppliers;
- The competence, experience and training (SQEPness) of staff;
- The retrievability of records; and
- The scalability of the arrangements and resources.
The inspection findings were as follows:
- NNB GenCo (HPC) are periodically reviewing and revising key quality management arrangements to take account of learning.
- Updates to relevant quality management arrangements are cascaded to contractors, and there was evidence of the contractors working to the latest revisions of the arrangements.
- The approaches being utilised to facilitate the generation of records are a combination of software based and documentation based, but in all instances, the approaches were cognisant of the NNB GenCo (HPC) expectations and considered to be fit for purpose.
- The records sampled were retrieved in a timely manner and were generally fit for purpose, with some areas of good practice identified.
- The scalability of the NNB GenCo (HPC) and contractor arrangements and enabling tools remains a risk, but the mitigations being implemented to reduce the likelihood and/or consequence are considered to be adequate.
The inspection team's preliminary findings were shared with, acknowledged, and accepted by NNB GenCo (HPC) management as part of normal inspection feedback.
Conclusion
NNB GenCo (HPC) and the contractors sampled have developed and are adequately deploying management arrangements and supporting tools, to facilitate the generation, review & acceptance, submission and storage of site/installation records. On this basis, a green rating was assigned to this inspection.
