Aim of inspection
The purpose of the inspection was for ONR to seek assurance that Information Technology (IT) tools and systems have been fully integrated and implemented and are delivering the required functionality, focussing on the MEHA (Mechanical, Electrical, Heating and Ventilation Alliance.
These systems included, but are not limited to:
- SWITCH (Plant Lifecycle Management) for configuration control, construction and commissioning
- Asset Suite 9 (AS9) for asset management into operations, completions management and handover
- Teamcenter for the storage of records and documentation.

Key findings, inspector's opinions and reasons for judgement made
Since the 2022 inspection there have been improvements in the implementation and delivery of key IT Tools on the project; specifically regarding Asset Suite 9 (AS9), SWITCH, and Teamcenter. This includes the retirement of tactical systems such as COMET and CCIS and the use of SWITCH for open points and design changes. We found that 99.9% of work packs are now in SWITCH, when previously it was 50%, SWITCH interfaces with Teamcenter, providing a single source of the truth. To drive improved data quality, user access is controlled and training is mandated before access is provided, with further support provided where required.
As the project progresses into operations, AS9 asset management system will continue to be populated and interface with Teamcenter. AS9 is planned to manage all the plant assets from supply chain, care and maintenance and modification control into the operations phase. Teamcenter is the electronic document and records management system and was found to be operating as required and interfacing with required systems.
The inspection team found some further enhancements that should be considered, which we have set out as observations in this report:
- ensuring that procedures are developed ahead of the IT tool solution being developed – this is in relation to Inspection Test Records (ITRs) in Fieldview
- clarity is provided on the Suitably Qualified and Experienced Personnel (SQEP) requirements of those who can sign off ITRs in their area and
- that the transfer of data be automatic where possible, to reduce the chance of user error e.g. transfer of data into the construction work packs.
Overall we concluded, based on the evidence provided, that there were no significant shortfalls in the implementation and delivery of key IT tools against the underpinning regulatory expectations. A GREEN rating was therefore assigned.
During the inspection we were able to gain further insights via use of the ONR culture flags (TIG 70) specifically around flag 3 (Ineffective regulator relationships). There was evidence of open discussions about problems, which did not need to be prompted and there was trust on both sides. The inspection was well prepared and feedback was in a constructive spirit. The regulators contribution was valued and sought. Advice was not seen as direction, but contributing to risk management and the licensee welcomed working with the regulator.
Conclusion
Based on the inspection scope, areas sampled and evidence provided, I consider that NNB GenCo (HPC) Ltd has demonstrated that key IT systems are supporting the End to End process in the MEH Alliance.
On this basis, I judge that a GREEN rating be assigned to this inspection against regulatory good practice set out in the scope. Observations will be followed up by ONR during routine engagements.
