Key findings, inspector's opinions and reasons for judgement made
The inspector identified through questioning of the dutyholder representative, and examination of paperwork, that the University is a legal entity in its own right and carries all the responsibilities under Carriage of Dangerous Goods and Use of Pressure Equipment Regulations 2009 (CDG) of a consignor, carrier, and consignee of class 7 dangerous goods. They were able at the inspection to demonstrate compliance with most requirements, though they are required to provide some updated records and arrange refresher training for the DGSA.
Conclusion
I judge an overall inspection rating of 'Green - no formal action' is appropriate for this inspection. A level four issue has been raised to address the documentation and DGSA matters described above. Unless the response from the university proves otherwise, or there are circumstances which change the activities the University carries out, or an incident, I see no need to inspect them for another four years.
