Key findings, inspector's opinions and reasons for judgement made

Conclusion

From the evidence sampled, plant and equipment visited and conversations with the relevant Sellafield staff I am of the opinion that the B229 PD1 outage has been well planned, that appropriate preparations have been made to enable the work to proceed as planned and that independent scrutiny has been applied.  This leads me to conclude that risks are being properly controlled and that suitable contingencies are in place to reduce overall risk to as low as reasonably practicable.  I am satisfied that Sellafield Ltd is ready to commence the B229 PD1 outage as planned on 1st September 2025 and I recommend the hold point HPCP 657 is released to allow this.
