Aim of inspection
ONR has selected to undertake this inspection to follow up on the Enforcement Letter, dated 15 February 2024, Ref: DRDL71421R, Unique Number: ONR-EL-23-045, and the follow up inspection carried out on 31 October 2024 (IR-53521).
ONR intends to focus on the compliance against the duties imposed under the Regulatory Reform (Fire Safety) Order 2005, in particular Articles 8, 9 and 11.

Key findings, inspector's opinions and reasons for judgement made
The purpose of the inspection was to follow up on the Enforcement Letter, dated 15 February 2024, and the subsequent follow up inspection on 31 October 2024 , to focus on the compliance against the duties imposed under the Regulatory Reform (Fire Safety) Order 2005, in particular Articles 8, 9 and 11.
Further steps have been put in place by the SHE team to help embed compliance with items raised within the fire risk assessments, and further advice had been taken into consideration. A couple of issues were raised however relevant good practice was generally met, or minor shortfalls identified, when compared with appropriate benchmarks. Therefore, I rate the inspection on the compliance against the Regulatory Reform (Fire Safety) Order 2005 as GREEN (no formal action). I am satisfied that sufficient work has been done to meet the requirements of the Enforcement Letter, dated 15 February 2024 (Unique Number: ONR-EL-23-045).
Conclusion
Overall, I am content the licensee demonstrated an adequate understanding of the duties required under the RR(FS)O, and that arrangements for life fire safety were suitable and sufficient. Minor areas for improvement were identified and these observations were provided. No significant life fire safety shortfalls were identified. Therefore, I rate the inspection on the compliance against the Regulatory Reform (Fire Safety) Order 2005 as GREEN (No formal action).
This rating is in line with the established ONR guidance as follows:
- Relevant good practice generally met, or minor shortfalls identified, when compared with appropriate benchmarks.
- Relatively minor, if any, deficiencies in compliance arrangements.
