Aim of inspection

The aim of this inspection was to gain assurance the licensee’s processes and arrangements for Carry Over Works are adequate and that those arrangements are being implemented on-site in a suitable and sufficient way.

Key findings, inspector's opinions and reasons for judgement made

The inspection findings were as follows:

  • NNB GenCo (HPC) have introduced the concept of carry over works to manage scenarios which are likely to arise as programme schedules 
    impact on each other

  • The scenarios are diverse but could arise due to design, manufacturing and/or installation issues e.g. a late design change resulting in rework on an asset that has been delivered or installed.

  • The concept of carry over works has been known about for a period of time, but there is no formalised carry over works process and supporting arrangements.

  • To date, there volume of carry over works has been limited and in the absence of a formalised process, NNB GenCo (HPC) were able to demonstrate adequate planning, control and records for the activities undertaken.

  • NNB GenCo (HPC) have commenced work to develop the process and supporting arrangements for carry over works, but this requires further consideration, stakeholder engagement, and system development.

  • There is a significant interface between the scheduling of activities and the ability to complete carry over works without introducing additional risk.

Conclusion

To date, the volume of carry over works has been limited but will increase as the project progresses. However, NNB GenCo (HPC) have recognised there is currently no consistent process and arrangements for the delivery of carry over works. 
 
To ensure future carry over works are delivered in a consistent manner, NNB GenCo (HPC) are currently developing the processes and arrangements, which will subsequently be communicated to staff and relevant contractors. Whilst NNB GenCo (HPC) were able to articulate the future arrangements, the absence of a defined process and arrangements is an area for improvement. 
 
Given work is underway to address the area for improvement, a GEEEN rating was assigned to this inspection and ONR will seek confidence in the development and implementation of the process and arrangements via a new L4 Regulatory Issue.
