Aim of inspection
The purpose of the inspection is to review compliance of the dutyholder’s arrangements for class 7 radioactive material for road transport, covering carrier duties.

Key findings, inspector's opinions and reasons for judgement made
The inspector identified a number of examples of the dutyholder meeting relevant good practice in reducing risk to levels that are ALARP including, suitable IRR17 registration and consent as well as radiation protection programme. In addition the inspector sampled a number of the dutyholder’s procedures and arrangements which covered aspects of transport to determine if the dutyholder is compliant with CDG09.
The inspector identified two areas of non-compliance (Radiation Risk Assessment and emergency arrangements). Consequently a regulatory issue was raised to monitor improvements in these areas. In addition there were a further two non-compliances which were the Dangerous Goods Safety Adviser not providing appropriate advice as well as contingency plans where another regulatory issue was raised. These were discussed during the inspection.
Conclusion
The inspection findings were presented to Grampian Continental Ltd at the close of the inspection.
Due to systematic failure to comply with administrative legal requirements, I judged an overall inspection rating of amber was appropriate for this inspection.
I applied ONR’s Enforcement arrangements, to determine an appropriate regulatory response, which in this instance recommended issue of regulatory advice due to non-compliances in relation to Radiation Risk Assessment as well as the emergency plan. Grampian Continental Ltd is required to provide to ONR with evidence that the identified non-compliances have been resolved by 7 November 2025. The non-compliances will be tracked to completion via a Level 3 Regulatory Issue.
Grampian Continental Ltd is required to provide to ONR either evidence that the other two identified non-compliances have been resolved, or an appropriate resolution plan with timescales for completion, by 7 November 2025. These non-compliances will be tracked to completion via a Level 4 Regulatory Issue.
