Aim of inspection

The inspection sought confidence in the processes, arrangements and tools for managing assets from the end of manufacturing through to installation. This included the adequacy of the care and maintenance arrangements in place for managing assets that are important to nuclear safety.

Key findings, inspector's opinions and reasons for judgement made

During the inspection, no specific concerns were identified in relation to lifting and fuel handling equipment, but shortfalls were observed in the management of stored assets important to nuclear safety. These shortfalls related to:

  1. Proactive monitoring and control of packaging with a near expiration date.
  2. Proactive and reactive monitoring of packaging humidity limits.
  3. Identification of changes to care and maintenance requirements due to extended storage.
  4. Inconsistent application of visual aids for condition monitoring and risk identification.

Conclusion

The inspection identified minor shortfalls in the adequacy and implantation of the management system arrangements for stored assets (LC6,17 & 19). ONR has determined an overall GREEN rating would be appropriate, with a L4 RI to track the progress of NNB GenCo (HPC) and Wincanton in resolving the minor shortfalls.
