Aim of inspection
The aim of this inspection was to:
- inform UCH Logistics Ltd on the outcome the investigation ONR has undertaken.
- assess UCH Logisitcs Ltd.'s response and improvements as a result of identified shortfalls in compliance.
- Determine appropriate enforcement and if regulatory monitoring is required to achieve and sustain compliance for UCH Logistics Ltd.

Key findings, inspector's opinions and reasons for judgement made
The inspectors identified appropriate improvements to arrangements to address identified shortfalls and prevent future carriage of Class 7 material.
Conclusion
I consulted the ONR enforcement management model to determine appropriate enforcement. Taking into consideration UCH Logistics Ltd has already implemented adequate remedial actions to address the identified non-compliances, and the ONR investigation outcome, I consider an enforcement letter is appropriate. The enforcement letter will require written response by 25 July 2025 to close out the inspection. Closure of this letter will be monitored via a Level 3 regulatory issue (RI-12462).
