Key findings, inspector's opinions and reasons for judgement made

I identified a number of examples of Structural Soils Limited meeting relevant good practice in reducing risk to levels that are As Low As Reasonably Practicable (ALARP). This included suitable IRR17 registration, appropriate radiation risk assessments, local rules and security arrangements. In addition, the dutyholder provided some evidence of procedures and arrangements covering aspects of transport to be compliant with CDG09.

I identified three areas of non-compliance, specifically relating to its radioactive material transport management system, transport documentation and vehicle equipment. These matters were discussed during the inspection.

Conclusion

The inspection findings were presented to Structural Soils Limited at the close of the inspection.

I judged an overall inspection rating of 'Amber – Seek Improvement’ was appropriate for this inspection.

Structural Soils Limited is required to provide to ONR, evidence that the identified non-compliances have been resolved, or an appropriate resolution plan with timescales for completion, by Monday 22 September 2025. The non-compliance will be tracked to completion via a Regulatory Issue.
