Key findings, inspector's opinions and reasons for judgement made
The inspectors identified a number of examples of the dutyholder meeting relevant good practice in reducing risk to levels that are As Low As Reasonably Practicable (ALARP). This included suitable IRR17 registration, an appropriate radiation protection programme and procedures and arrangements covering the relevant aspects of transport to be compliant with CDG09.
The inspectors identified three areas of non-compliance, which were the radiation risk assessment, transport documentation and dangerous goods safety advisor requirements. These were discussed during the inspection.
Conclusion
The inspection findings were presented to METS (UK) Limited at the close of the inspection.
I judged an overall inspection rating of green was appropriate for this inspection. I identified minor deficiencies in compliance arrangements, without prejudice to overall nuclear safety, and relevant good practice was generally met, when compared against appropriate benchmarks.
METS UK Limited are required to provide ONR either with evidence that the identified non-compliances have been resolved, or an appropriate resolution plan with timescales for completion, by 31 October 2025.
The non-compliances will be tracked to completion via a Level 4 Regulatory Issue.
