Executive summary
Purpose of Intervention
An inspection of a series of buildings was undertaken as part of the planned Integrated Intervention Strategy (IIS) for the Sellafield, Decommissioning, Fuel and Waste Division (SDFW) of the Office for Nuclear Regulation (ONR).
The purpose of this inspection was to confirm compliance with the requirements of the Regulatory Reform (Fire Safety) Order 2005 (RRFSO). The inspection also aimed to recognise areas of good practice, to encourage a pro-active style of safety management and promote continual improvements in fire safety.
Interventions Carried Out by ONR
The intervention focused on both the management of fire safety and the practical fire safety provision within the selected facility identified above.
- I examined a series of documents prior to my arrival on site.
- I used the relevant legislation relating to this inspection to focus on life fire safety, not nuclear fire safety issues.
- I undertook a walk-through of a random selection of the areas of the buildings and paid particular attention to the practical application of the fire safety strategy. During this I pointed out examples of obstacles and fire safety issues that are likely to compromise the application of the fire safety strategy.
- During my inspection, I challenged those accompanying me, and others about procedures and approaches to the practical application of maintaining adequate fire safety provision. I focused on the significant findings that had been identified in the Fire Risk Assessments provided in advance of the inspection.
- I held discussions with relevant persons to assess the approach being taken to the management of fire safety and the testing and maintenance of the fire safety systems across this facility.
- I held discussions to determine the current provision of water for the external fire and rescue service in the event of a fire at the site.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
My overall impression was of a site which understands the need for the continued focus on their intelligent customer role regarding contractors involved in projects. The day-to-day management of fire safety within an environment that is undergoing changes to the physical infrastructure due to the continued decommissioning activities and the planned demolition work remains a focus for the Fire Safety coordinator. Due to the nature of the activities across the site it is essential that a continued focus remains on the management and application of fire safety, particularly regarding housekeeping / waste management and the control of contractors.
During the walk down and the meetings held during the day I identified examples of good practice. I did however identify several issues requiring attention to ensure compliance with the relevant legislation is achieved.
My inspection has provided me with an understanding of the fire safety arrangements and the means of implementing them. The inspection demonstrated that the overarching impression was one of a good direction of travel and an appropriate level of importance being placed on the provision of the required standards for life fire safety arrangements. It also identified that the day-to-day management of the practical challenges relating to fire safety require development. Those that I met during my inspection displayed a positive appreciation of the importance of effective fire safety measures across the site demonstrating a confident approach to achieving compliance with the relevant legislation.
I was provided with an understanding of the on-going considerations being discussed by the site in relation to the provision of an adequate water supply for North Wales Fire and Rescue Service.
Conclusion of Intervention
I am satisfied that those I met during my inspection have a suitable understanding of their fire safety responsibilities and are cognisant of the challenges that they are facing in maintaining a fire safe environment across the site.
