Aim of inspection

In response to a number of generic themes identified by ONR from a number of inspections and engagements regarding shortfalls in quality, Integrated Management System adherence, quality records completeness, and reliance on the last line of defence , NNB Generation Company (HPC) Ltd (NNB GenCo) developed a Strategic Plan for Quality, with the overall aim of delivering improvements in the culture and delivery of quality. The purpose of this inspection was to sample the implementation of the Strategic Plan for Quality and seek assurance that the actions previously agreed have been effective and sustained.

Key findings, inspector's opinions and reasons for judgement made

The inspection findings were as follows:
  • There is evidence of the Strategic Plan for Quality being delivered, with actions effective and sustained.
  • The desired outcomes and benefits have been realised for each theme within the Strategic Plan for Quality.
  • There is demonstrable evidence of NNB GenCo seeking to continuously improve quality across the project, as evidenced by the delivery of additional improvements not identified in the Strategic Plan for Quality.
  • There are structured plans in place to further reinforce the expectations and delivery of quality across the project.
  • NNB GenCo should ensure its planned activities represents the full scope of the project's lifecycle, for example including the nuclear steam supply system (NSSS) and commissioning.
The inspection team's preliminary findings were shared with, acknowledged, and accepted by NNB GenCo management as part of normal inspection feedback.

Conclusion

NNB GenCo has delivered the intent of the Strategic Plan for Quality, and the actions previously agreed have been effective and sustained. On this basis, a GREEN rating was assigned to this inspection. A small number of observations and advice were provided, and these will be followed-up during routine interactions.
