Aim of inspection
To support ONR’s permissioning of Heysham 1 R1 return to service (PR-01331), ONR chemistry specialist inspectors conducted an inspection of significant and relevant activities during the 2023 statutory outage (027) required to enable return to service.
The inspection sought to:
- Verify that significant outage activity has been completed in line with outage intentions documentation and maintenance schedule requirements;
- Establish confidence that the plant will continue to be able to perform and maintain chemistry compliance for the next 3 year period; and
- Form a judgement regarding readiness for return to service.
The inspection considered relevant sections of LC28 (examination, inspection, maintenance and testing), and related records. While aspects of LC24 (operating instructions) were also considered, ratings were only provided against LC28.
The inspection was performed in line with ONR’s guidance (as described in our technical inspection guides).

Key findings, inspector’s opinions and reasons for judgement made
I conducted a Chemistry inspection during statutory outage 027 in support of Heysham 1 Reactor 1 return to service.
This inspection focused on significant outage activities for systems required to control chemistry, specifically those associated with the Gas Bypass Plant and the Condensate Polishing Plant. Compliance against Licence Condition 28 (LC28) for Examination, Inspection, Maintenance and Testing (EIMT) was therefore sampled for each of these facilities.
The one-day inspection included a walkdown of the Gas Bypass Plant and Condensate Polishing Plant and sampling of relevant documentation, with a focus on significant maintenance associated with the statutory outage. Based on my sample, I was content that appropriate EIMT was being conducted for maintaining chemistry compliance. I therefore judge a green rating to be appropriate for LC28.
I have no objection to the HYA R1 Return to Service.
Conclusion
Based upon my sample within the Gas Bypass Plant and Condensate Polishing Plant, I am content that appropriate EIMT was being conducted on the structures, systems and components important to maintaining chemistry compliance. I therefore have no objection to the HYA R1 Return to Service.
