Aim of inspection

The aim of the inspection is to judge the duty holder's compliance with the CDM Regulations 2015 and LC26 for the Turbine Hall demolition and boiler house legacy scaffolding removal projects.

Key findings, inspector's opinions and reasons for judgement made

The purpose of the intervention was to review and examine compliance with the Construction (Design and Management) Regulations 2015 (CDM) and License Condition 26 at site. This was achieved by targeting the CDM Projects in the Turbine Hall and the Boiler Cells managed by Principal Contractor (PC) Erith Group. ONR inspected the effectiveness of control measures, along with the management of other Conventional Health and Safety (CHS) risks on site, particularly compliance with the Control of Asbestos Regulations 2012 (CAR). Based on the evidence sampled during the inspection, ONR was satisfied with how Erith and MXL is managing conventional health and safety risks on these projects and therefore the inspection is rated as Green on the ONR inspection rating guide.

Conclusion

Based on the evidence presented above an ONR inspection rating of Green is merited. However, ONR is seeking further evidence on CDM compliance and gave feedback to MXL as shown below in the Observations/Advice section of this record.
