Key findings

The purpose of this intervention was to ensure that DNA are complying with the requirements of the Regulatory Reform (Fire Safety) Order 2005. This inspection assessed arrangements to support Life Fire Safety and sampled the implementation of those measures on site. Compliance was assessed using relevant ONR inspection guidance. This inspection consisted of examination of the licensee’s arrangements regarding fire safety provision for DNA Reactor 2 building, meetings to assess implementation and management of Life Fire Safety and a walkdown of Reactor 2. This intervention was undertaken by a team of three inspectors. We examined the licensee’s Life Fire Safety arrangements, how they have been implemented and consider that they are in compliance with the requirements of the Regulatory Reform (FireSafety) Order 2005. It was noted that, in light of information provided by a recent compartmentation survey,means of escape arrangements for the Reactor 2 building have not reduced the risk as so far as is reasonably practicable. It was recognised however that measures necessary to achieve therequired reduction of risk, involving the provision of two external protected escape stairs from the Reactor 2 Annex roof levels, have been identified by site, and a Level 4 Regulatory Issue will therefore be raised in order to monitor this provision. The scaffold design, calculations and weather proofing specifications were reviewed. The scaffold was inspected, though it was not yet completed, there had been some minor design changes these will be incorporated to an "as built" design prior to handover. 

Judgements made

The facts associated with this inspection judgement are as follows:
  1. Site commissioned a third-party compartmentation survey which identified issues around means of escape in R2 building.
  2. Site reviewed the premises fire risk assessment in light of the compartmentation survey findings and developed a suitable and sufficient assessment of the risk presented and actions required.
  3. Site acknowledged that current means of escape provision were not reduced so far as is reasonably practicable and presented a proposal to achieve the required reduction, as required by the Regulatory Reform (Fire Safety) Order 2005, by the provision of two external protected escape routes from the R2 Annex roof level.
  4. With regards to the above facts I consider that site is in compliance with the requirements of the Regulatory Reform (Fire Safety Order)2005 and consider that an - ONR Inspection Rating- Green is appropriate.
  5. A Level 4 regulatoryIssue (RI 11060)  has been raised in order to monitor the provision oftwo external protected escape routes from the R2 Annex roof level.
  6. The scaffold design, calculations and weather proofing specifications were reviewed and found to meet the legal requirements, based on the information provided.
  7. The scaffold itself and its manner of construction were inspected. No significant issues were found as it was yet to be completed.
  8. With regards to the above facts I consider that site is in compliance with the requirements of the Construction (Design & Management) Regulations 2015,relatingto temporary works and relevant industry guidance, and therefore consider that an - ONR Inspection Rating- Green is appropriate.
