Executive summary

Purpose of Intervention

This inspection, one of a series of planned inspections for 2021/22 at the Grove Centre licensed nuclear site at Amersham, was undertaken to judge the adequacy of compliance with licence condition (LC) 11 – Emergency arrangements, of GE Healthcare Ltd’s proposed revised emergency arrangements.

Interventions Carried Out by ONR

During this inspection ONR assessed the Level 1 emergency exercise "Speedbird".  This inspection consisted of observing GE Healthcare Ltd Grove Centre staff deploying its proposed emergency arrangements to control a simulated emergency incident.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

In my opinion the planning for the exercise was thorough, and the scenario was sufficiently challenging for GE Healthcare Ltd Amersham to adequately demonstrate its proposed arrangements for dealing with any accident or emergency arising on the site.  I identified a number of good points but also a number of observations, which were conveyed to the licensee in the post-exercise de-briefing meeting. 

Conclusion of Intervention

Taking into account the exercise planning/scenario and the observations made by the ONR team during the exercise, I consider the emergency exercise to be an adequate demonstration of the site's proposed emergency arrangements made und Licence Condition 11.
