Executive summary

Purpose of Intervention

This inspection, one of a series of planned inspections for 2021/22 at the GE Healthcare Ltd Grove Centre licensed nuclear site, was undertaken to judge compliance with a group of licence conditions (LCs) under the theme of Decommissioning Standards. The objective was to inspect the set of LCs primarily concerned with the day-to-day delivery of decommissioning and the site’s safety case.

Interventions Carried Out by ONR

During this inspection I assessed the adequacy of the licensee’s arrangements for the LCs listed below and sought evidence of the adequacy of the implementation of these arrangements.

The LCs covered by the inspection were LCs 10,12, 23, 24, 25, 26, 27 & 28. These LCs cover the following topics:

  • LC10 – Training
  • LC12 – Duly authorised and other suitably qualified and experienced persons
  • LC23 – Operating rules
  • LC24 – Operating instructions
  • LC25 – Operational records
  • LC26 – Control and supervision of operations
  • LC27 – Safety mechanisms, devices and circuits
  • LC28 – Examination, inspection, maintenance and testing

Note: this inspection was carried out remotely due to Covid access restrictions at the site.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I inspected the licensee’s arrangements made under the LCs listed above and judged that they meet the requirements of the relevant published guidance.

I viewed evidence of the implementation of the LC arrangements and discussed the implementation with the licensee. Based on the evidence presented and the outcome of the discussions I am satisfied that the arrangements are being adequately implemented.

Conclusion of Intervention

Compliance with the arrangements made under LCs 10, 12, 23, 24, 25, 26, 27 & 28 is adequate.  There were no significant safety issues identified.
