Aim of inspection

The purpose of this intervention was to sample evidence of the adequacy of, and the implementation of, EDF Nuclear Generation Limited's (NGL's) Supply Chain and Quality Management arrangements for the procurement of chemical commodities to inform a regulatory judgement regarding the licensee’s compliance with relevant statutory provisions and good practice. The inspection was undertaken against Licence Condition (LC)17 (Management systems) which requires the licensee to, within its management systems, make and implement adequate quality management arrangements in respect of all matters which may affect safety and LC 25 (Operational records) which requires the licensee to ensure that adequate records are made of the operation, inspection and maintenance of any plant which may affect safety.

Key findings, inspector's opinions and reasons for judgement made

This inspection targeted the application of the licensee’s documented Supply Chain and Quality Management arrangements for the procurement of chemical commodities. We sampled the evidence of the adequacy of these arrangements and evidence of the adequacy of their implementation.

The inspection comprised a review of relevant documentation supplied by EDF Nuclear Generation Limited (NGL) in advance of, and during, the inspection plus group discussions with members of the chemistry and supply chain corporate team.

An ONR team comprising specialist inspectors carried out the inspection. The inspection was undertaken in person at Javelin House. Supporting evidence was requested from a number of stations, either in advance or during the inspection.

The inspection was undertaken against Licence Condition (LC)17 (Management systems) which requires the licensee to, within its management systems, make and implement adequate quality management arrangements in respect of all matters which may affect safety and LC 25 (Operational records) which requires the licensee to ensure that adequate records are made of the operation, inspection and maintenance of any plant which may affect safety.

No significant matters were identified as requiring immediate regulatory attention. EDF NGL demonstrated compliance with the extant fleet LC 17 and LC 25 arrangements and relevant good practice for the procurement of chemical commodities.

Conclusion

Based on my sampling undertaken during this intervention, I consider that the licensee has adequately demonstrated compliance with the extant fleet LC 17 and LC 25 arrangements and relevant good practice for the procurement of chemical commodities. Noting the ONR guidance on inspection ratings, it is my opinion that an inspection ratings of GREEN for LC 17 and GREEN for LC 25 are merited here.
