Aim of inspection
This was a planned inspection of EDF's Sizewell B Power Station, undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR). The inspection targeted how site health and safety risks were being managed in relation to ongoing construction projects on site. It considered how Sizewell B carried out their duties as defined within the Construction (Design and Management) Regulations 2015 (CDM). It also planned to focus on specific risks during the construction project; such as the management of portable electrical equipment; the use of mobile elevated working platforms (MEWPS), and any ongoing lifting operations. Due to the nature of construction work there was no relevant activities available at the time of the inspection to assess work on MEWPS or lifting operations.
These areas were assessed against relevant good practise such as: HSG150 Health and safety in construction.

Key findings, inspector's opinions and reasons for judgement made
The inspection sampled evidence to determine the dutyholders compliance with the Construction (Design and Management) Regulation 2015 (CDM). It specifically focused on projects that the dutyholder describe as ‘relocated facilities’. These projects included the outage store, the training centre, admin building, replacement car park and visitors centre. The inspection assessed whether EDF NGL were carrying out their duties in line with the legal requirements. CDM has specific named duties, such as Client, Principal Contractor and Principal Designer. EDF NGL appoint themselves in all three roles, as such the inspection sampled how they carried out these roles. Specific focus was on the planning, managing and monitoring of the construction projects at site. The manner in which they did this was compared against relevant good practise such as L153 - Managing health and safety in construction.
The initial scope was also to determine compliance with the Provision and Use of Work Equipment Regulations (PUWER) and Lifting Operations and Lifting Equipment Regulations (LOLER) in relation to construction projects. However, due to the changing nature of work on construction sites we were not able to see evidence in order to form a judgement within the inspection schedule as no work was taking place that would be covered by these regulations. Therefore we were unable to rate against these regulations. It is anticipated the future outage, commencing in October 2024, will provide opportunities to sample wider aspects of nuclear site health and safety compliance.
In preparation for the site inspection the site provided copies of the pre-construction information document and construction phase plan.
Conclusion
We judged that from the evidence sampled during the inspection, the dutyholder are adequately complying with the requirements of CDM15 and therefore a rating of "green" is appropriate.
