Executive summary
Purpose of Intervention
This was one of programme of planned inspections at the Low Level Waste Repository (LLWR) during 2019/20, developed in accordance with the Decommissioning Fuel & Waste Sub-Division strategy.
Interventions Carried Out by ONR
We inspected LLWR’s arrangements for compliance with Licence Conditions 10 (Training), 12 (Duly authorised and other suitably qualified and experienced persons) and 26 (Control and supervision) in relation to demonstrating compliance with the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (CDG).
The particular aspects of compliance with CDG that were inspected related to package maintenance and operation, and package preparation for shipment.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable as no safety system was inspected.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
We considered LLWR’s arrangements for compliance with the relevant Licence Conditions to be adequate. LLWR satisfactorily demonstrated that package maintenance and preparation operations are conducted by, and under the control and supervision of, suitably qualified and experienced persons appointed for that purpose. We examined LLWR’s arrangements for appointment of duly authorised persons to control and supervise the relevant operations and found them to be adequate. We confirmed that each job role associated with the relevant operations specified appropriate training packages and checked examples of individuals’ training records, confirming these were complete.
We visited the onsite facilities for maintenance of the Novapak packages and their preparation for consignment of radioactive waste from the site. Both facilities were well maintained, kept in good order and suitable for their intended purpose. We interviewed several individuals in a range of roles associated with the relevant operations and confirmed all were able to demonstrate clear understanding of their role. All staff interviewed were able to clearly articulate the relevant procedures and demonstrated good understanding of the key hazards and associated controls.
Conclusion of Intervention
I concluded that LLWR’s arrangements made under LCs 10, 12 and 26, and the relevant aspects of CDG compliance were adequate and were being adequately implemented. There were no findings from this inspection that undermine delivery of nuclear safety on the LLWR licensed site.
