Executive summary

Purpose of Intervention

The purpose of this joint ONR - DNSR intervention was to undertake a planned inspection at BAESML, Barrow, in accordance with ONR’s 2019/20 Intervention Plan for the site (CM9 2018/170626 refers). The planned inspection covered LC/AC 17 ‘management systems’ and LC/AC 06 ‘documents, records, authorities and certificates’.

The purpose of Licence Condition 17 (LC17) is to ensure that the licensee establishes and implements management systems which give due priority to safety.

The purpose of LC 06 is to ensure that the licensee has adequate records to demonstrate compliance with all of the conditions attached to the licence.

Interventions Carried Out by ONR

The ONR and DNSR Inspectors (collectively termed ‘the Inspectors’ in this IR) undertook this intervention to examine BAESML’s application of LC/AC17.

ONR utilised the following guidance during this inspection:

  • ONR Nuclear Safety Assessment Principles, 2014 edition (Revision 0, November 2014).
  • ONR Nuclear Safety Technical Inspection Guides (TIG’s) 017, NS-TAST-GD-017 Rev. 4, Management Systems.
  •  TIG 006, NS-TAST-GD-006 Rev 2, Documents, records, authorities and Certificates.
  • ONR Nuclear Safety Technical Assessment Guide (TAG) 033, NS-TAST-GD-033 Rev. 6, Duty Holders Management of Records.

The intervention involved discussions with BAESML staff and examination of the extant arrangements and records.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable – this was not a Safety System inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

On the basis of the areas sampled during the intervention, the Inspectors judged that BAESML had adequately applied their LC/AC 17 arrangements in respect of management systems, and no major shortfalls were identified. The inspectors found that the management processes sampled give due priority to safety.

On the basis of the areas sampled during the intervention, the Inspectors judged that BAESML had adequately applied their LC/AC 06 arrangements, and these are being effectively implemented in respect of documents, records, authorities and certificates.  

The inspectors consider that Regulatory Issue (RI) 2427 can now be closed out as substantial improvements to the management systems are being implemented. The tracking of the remaining programmed improvements will be undertaken by BAESML’s internal regulatory oversight function and through routine ONR interactions.

Several good practices were highlighted by the inspection, and the inspectors only identified four minor observations that may assist with BAESML’s on-going improvements.

Conclusion of Intervention

Based on the evidence sampled during this inspection, the Inspectors concluded that an intervention rating is GREEN is appropriate. No formal actions or regulatory issues were identified.

The inspectors judged that adequate improvements have been made to the licensee’s management systems to enable close out of regulatory issue (RI 2427).
