The purpose of this intervention was to review the approach taken by Hunterston B to declare reactor 3 fuel free and judge the adequacy of the quality plans and associated fuel records
Prior to this intervention a review of the Hunterston B fuel free verification strategy was undertaken.
Conclusion
I was satisfied from the areas sampled that the approach taken by Hunterston B to declare reactor 3 fuel free meets the legal requirement for compliance with LC25 – operational records. During this inspection a number of observations were made to further improve the process, in particular the the provision of a suitable and sufficient repository for these records. The latter is being addressed by the station and will be pursued by ONR via a level 4 regulatory issue. Notwithstanding this, I judge that an inspection rating of Green (no formal action) is merited.
