Aim of inspection
The aim of this inspection was to judge the duty holder's compliance with the CDM Regulations 2015 and LCs 10, 12 17 and 26 for the Turbine Hall demolition project. This was an unannounced inspection as previous inspections of the demolition project (see IIS-50225) have not been able to witness work in progress, to determine if the site's arrangements are complied with.

Key findings, inspector's opinions and reasons for judgement made
I judged the adequacy of NRS Ltd.'s Sizewell A site arrangements and their implementation against the expectations associated with CDM 15 regulations. In particular, this inspection focussed on the role of NRS Ltd.'s Principal Contractor (PC) Erith Ltd in the deplanting and demolition of the turbine hall.
Sizewell A and Erith Ltd have mature arrangements in place for CDM 15, and I was content that they are being implemented adequately within the turbine hall area on site. During the inspection, I witnessed various aspects of deplanting and decommissioning, including use of the overhead crane and general disassembly activities.
Conclusion
From the evidence I sampled during the course of this inspection, I consider that NRS Ltd and Erith Ltd have adequate arrangements for health and safety management. Based upon the sample obtained during my inspection, I consider that a separate rating for LCs 10, 12 17 and 26 (as set out in the scope) is not warranted, but my views on these aspects are taken into consideration when forming my judgement of the adequacy of CDM 15. I consider that a rating for the CDM 15 regulations of green (no formal action) to be warranted for this inspection.
