Aim of inspection

The intention of this ONR inspection was to conduct a Licence Condition (LC) 28 asset management inspection at the Magnox Ltd Oldbury site. The aim of the inspection was to establish if Magnox Ltd Oldbury's arrangements are adequately implemented to detect the onset of equipment degradation, ensuring the organisational capability to adequately manage ageing management, the identification and management of obsolescence and the ongoing investment in asset management.

Key findings, inspector's opinions and reasons for judgement made

I carried out an asset management themed inspection using LC28 as the most relevant licence condition at the Magnox Ltd Oldbury site. I reviewed the arrangements for asset management and was able to establish the “golden thread” in the management system for them. I utilised the question set used at the Chief Nuclear Inspector’s asset management inspection at Magnox Ltd Hinkley Point A, taking credit for the arrangements common across Magnox Ltd and focussing on the Oldbury site arrangements which differed from Hinkley Point A. I then visited the turbine hall to ensure that adequate asset management arrangements were being implemented on site.

Conclusion

My assessment of the management arrangements and supporting evidence sampled established that adequate arrangements had been made at the Magnox Ltd Oldbury site. I undertook a plant walk down of the turbine hall to check that adequate arrangements had been implemented and check the generally levels of safety compliance on the plant, it was my opinion these had been adequately implemented. The plant is in the condition expected for a non-operational plant awaiting demolition but an adequate asset care plan is in place to ensure further degradation does not impact on the ability to safely decommission the plant. In my opinion, the Licensee's arrangements for compliance with the asset management arrangements for LC28 were adequate, and the inspection is rated GREEN. I also concluded that this inspection identified no further matters that may impact significantly on nuclear safety.  Additionally, I met with the Safety Representatives who raised no areas of significant safety concern.
