Aim of inspection

The aim of this inspection was to assess the arrangements and implementation of LC7 (incidents on site) and LC11 (emergency arrangements). This inspection targeted the arrangements that the dutyholder has in place to ensure that participants in the emergency scheme are competent and have appropriate information to fulfil their roles. The inspection also targeted the processes that the dutyholder has in place to record and share incidents on the site.

Key findings, inspector's opinions and reasons for judgement made

I judged the adequacy of NRS Ltd.'s Dungeness A site arrangements and their implementation against the expectations associated with Licence Condition (LC) 7 (Incidents on the Site) and LC11 (Emergency Arrangements). The inspection was devised to examine how the dutyholder:
  • ensures that relevant learning is embedded within the organisation and to determine if improvements to the Operational Experience and Feedback (OEF) arrangements have been maintained, and
  • ensures that adequate arrangements are in place for the training of participants in the site's emergency arrangements.
Dungeness A has a mature set of arrangements for LC7 and 11, and I was content that they are being implemented adequately on site. The new OEF lead has settled in well, and the safety function at site has been responsible for seeking further improvements in both OEF and emergency arrangements.

Conclusion

I consider that the Dungeness A site has adequate arrangements for LC7 and LC11. I observed several topics where the dutyholder has been proactive in driving improvements in both in reporting of incidents on site and the training of colleagues involved in the emergency scheme. I therefore judge that a rating of green (no formal action) to be appropriate for this inspection.
