Aim of inspection

BAESML has changed and implemented revised arrangements for the periodic review of safety (PRS) since the last periodic review was undertaken in 2015. The revised arrangements incorporate a system of rolling reviews (RR). Following a previous inspection in 2020 and subsequent ONR review (after 3RRs were completed) and advice note provided in early 2022 (CM9: 2022/10110), BAESML has completed a further 3 RRs.

This inspection aims to judge the adequacy of the implementation of BAESML’s arrangements made under LC 15(1) “make and implement adequate arrangements for the periodic and systematic review and reassessment of safety cases.”

Key findings, inspector’s opinions and reasons for judgement made

We undertook an inspection to judge the adequacy of the implementation of BAESML’s arrangements made under LC 15(1) “make and implement adequate arrangements for the periodic and systematic review and reassessment of safety cases.”

The inspection was planned to focus on BAESML’s implementation of significantly revised arrangements for the periodic review of safety (PRS) since the last periodic review was undertaken in 2015. The revised arrangements incorporate a system of rolling reviews (RR). Following a previous inspection in 2020 and subsequent ONR review (after 3RRs were completed) and advice note provided in early 2022, BAESML has completed a further 3 RRs and implemented learning from the initial RRs following its own internal review.

Conclusion

We judged that BAESML has provided adequate evidence to support continuation of the new approach and that it has demonstrated learning and implementation of improvements after its own internal review and ONR’s advice in 2021/22. We noted that its internal regulator had also undertaken an inspection activity and identified similar and additional areas for improvement, which we commend as good practice.

We provided additional advice and guidance for BAESML to consider, but no formal actions were judged to be necessary.

The inspection was rated as green (no formal action) against LC15.
