Aim of inspection
LC28 requires the licensee to make and implement adequate arrangements for the regular and systematic examination, inspection, maintenance and testing of all plant which may affect safety. For any plant or process that is shut down for the purpose of enabling these activities, LC30 requires ONR to provide consent before said plant or process is started up again.
The aims of this inspection were:
- To provide regulatory confidence in the implementation of the Hartlepool Reactor 2 Outage Intentions Document in relation to structural integrity.
- To provide evidence to inform the ONR decision relating to the issue of a Licence Instrument for a Consent for return to service of Reactor 2 at Hartlepool on completion of the work undertaken during the outage.

Key findings, inspector's opinions and reasons for judgement made
I was satisfied with the experience demonstrated, processes referenced and judgements made by station in relation to LC28 from a structural integrity perspective and I judge that the station were compliant with their arrangements to meet LC28 during the time of the inspection.
During the inspection, I noted some aspects which will considered in more detail in the assessment report. In particular, I will follow up on a hanger I noted to have a history of defects to assess whether this has been considered and remediated appropriately. Also, the licensee was unable to produce the training records of a reactor vessel internals inspector which I sampled. The licensee subsequently produced documents to demonstrate independent assessments have been carried out by a SQEP inspector. I will assess in more detail in my assessment report.
Conclusion
I judged the site demonstrated compliance with LC28 during the activities sampled during our site visit, I have therefore rated the inspection green.
