Aim of inspection

The aim of the inspection was to conduct a one-day themed inspection relating to the effective management of decommissioning and radioactive waste including a compliance inspection of Licence Conditions (LC) 32, 34 and 35 at the Magnox Ltd Oldbury site.

Key findings, inspector's opinions and reasons for judgement made

I carried out a themed Licence Condition (LC)32, LC34 and LC35 inspection at the Magnox Ltd Oldbury site. I reviewed the arrangements for these LCs and was able to establish the “golden thread” in the management system for them. I used the wet waste tanks and construction of the vacuum fill house to check for compliance against LC34 and the FED vaults decommissioning plan for LC35 compliance. I inspected waste records and conducted a site walkdown to inspect accumulations for compliance against LC32.

Conclusion

In my opinion, the Licensee's arrangements for compliance with LC32, LC34 and LC35 are adequate. My assessment of the wet waste tanks and construction of the vacuum fill house to check demonstrated compliance against LC34 and the FED vaults decommissioning plan demonstrated compliance against LC35. I inspected waste records and conducted a site walkdown to inspect accumulations for compliance against LC32 and it was my opinion that adequate arrangements had been made and implemented on the site. I therefore concluded that this inspection identified no further matters that may impact significantly on nuclear safety.  I also met with the Magnox Ltd Oldbury Trade Union Safety Representatives and attended an Emergency Planning Consultation Committee and a Site Stakeholder Group meeting for the Magnox Ltd Berkeley and Oldbury sites.
