Aim of inspection

ONR witnessed inspection and evaluation of Hunterston A site LC 11 contingency arrangements as demonstrated in  exercise 'Thunderbolt' 13 December 2022.

Key findings, inspector's opinions and reasons for judgement made

I carried out an LC11 inspection at the Magnox Ltd Hunterston A site. I participated as part of the Magnox Environment, Health, Safety, Security and Quality, (EHSSQ), exercise evaluation team to witness the Hunterston A site demonstrate its contingency arrangements via exercise 'Thunderbolt'.  I participated in the EHSSQ exercise evaluation meeting and then led the feedback of the joint ONR / EHSSQ findings to the station director and exercise players. There was a good performance by personnel in the Incident Response Centre and the casualty was decontaminated and safely recovered from the incident scene.  Some minor opportunities for improvement were identified.  These will be identified and tracked to completion via the EHSS&Q evaluation report for 'Exercise Thunderbolt' which will be issued in due course. In conclusion, I judged 'exercise Thunderbolt' to be an adequate demonstration of the Hunterston A emergency arrangements and supporting contingency plans.  Accordingly, I confirmed that I would write to the station to confirm my conclusion and I rated the inspection for Licence Condition 11 as Green (no formal action).
