Key findings, inspector's opinions and reasons for judgement made

This report records the findings of a Regulatory Reform (Fire Safety) Order 2005 compliance inspection at Magnox Limited's (ML) Hinkley Point A site targeting the Reactor 2B Boilers asbestos removal project. In preparation for this inspection several project related documents including Magnox Limited's (ML) Hinkley Point A   relevant arrangements and contractor Altrad's  relevant arrangements were provided at ONR’s request, and which informed ONR’s inspection sample. During the inspection, ONR’s inspectors undertook a walkdown of the Reactor 2B Boilers asbestos removal project site and spoke with a limited number of workers on site, including those employed by Magnox and its contractor company Altrad. For this FSO 2005 inspection I targeted Hinkley Point A's and Contractor Altrad's  fire risk assessments and other documents relating to the Reactor 2B Boilers buildings. I considered that the arrangements made under the FSO 2005 were inadequate. I judged the rating to be AMBER for this topic. I identified a shortfall concerning Magnox Limited's and Contractor Altrad's fire risk assessment and in Magnox Limited's supervision and control of the Contractor's fire safety arrangements. I have considered this, in line with ONR's Enforcement Management Model, and have raised a Level 3 Regulatory Issue requiring Magnox Limited's (ML) Hinkley Point A  to address this.

Conclusion

Regulatory Reform (Fire Safety) Order 2005. I judged the RAG rating to be AMBER for this topic. The responsible person has failed to make a suitable and sufficient assessment of the risks to which relevant persons are exposed for the purpose of identifying the general fire precautions they need to take to comply with the requirements and prohibitions imposed on them by or under Article 9 of this Order. I have raised a level 3 Regulatory Issue RI 11236 requiring the site to address them.
