Aim of inspection

The purpose of the intervention is to review DSRL’s corporate arrangements for conducting periodic reviews of safety (PRS) and judge whether these are appropriate considering the current nature of the operations on site.

Key findings, inspector's opinions and reasons for judgement made

From the evidence presented at this intervention, I considered that DSRL have established processes for conducting periodic reviews of safety (PRS) to meet the requirements of Licence Condition 15 (LC15). DSRL staff asserted these processes were working appropriately and delivering proportionate outcomes. A number of applications of these processes to several facilities on site were evidence during this intervention. As such, I was content that DSRL was applying a systematic approach to the application of its LC15 arrangements. Several items were raised during the intervention including appropriate resourcing of the safety case process owner function, linking between the PRS programme and the site wide plans (notably the site “lifetime” plan). These points will be subject to ongoing consideration via a formal action placed on DSRL regarding the resourcing of the safety case process owner function and ongoing monitoring of a regulatory issue (RI-10876) on the site lifetime plan. Overall, the inspection concluded that DSRL had adequate processes / arrangements in place to meet my expectations for compliance against LC15, as such I rated this inspection GREEN (no formal regulatory action).

Conclusion
