Executive summary
Purpose of intervention
The purpose of this Inspection is to sample evidence of implementation of the Sellafield Limited (SL) arrangements for compliance with Licence Condition (LC) 7, specifically within the Analytical Services, in order to inform a regulatory judgement regarding the licensee’s compliance with its legal duties under the nuclear site licence.

Key findings
During the LC7 inspection, I sampled evidence associated with the licensee’s compliance with its formal arrangements for the review of incidents within Analytical Services (AS) and examined a sample of their incident screening and classification process. I inspected the way AS undertakes investigations, tracks actions, trends the root causes of incidents and, embeds operational learning from the rest of the Sellafield site.
Overall, I was satisfied that AS had adequate processes and procedures in place for raising Condition Reports for incidents, sentencing, investigating, action setting, peer reviewing, trending, and learning from incidents on site.
It was noted that AS are currently implementing an improvement plan for LC7 across the facility to address recommendations from a World Association of Nuclear Operators (WANO) inspection. I recognised this plan was bringing about improvements to the facility and observed this to be a good practice.
From the areas sampled, I provided some regulatory advice but did not identify any shortfalls in the implementation of the licensee’s arrangements which would necessitate a further inspection of those arrangements earlier than currently planned.
Judgements made
On the basis of the evidence sampled at the time of the inspection, I judge that Sellafield Limited has adequately implemented its arrangements for LC7 in the Analytical Services facility. Noting the ONR guidance on inspection ratings, it is my opinion that an inspection rating of Green (no formal action required) is appropriate here.
