Executive summary

Purpose of Intervention

This inspection at Magnox Ltd Oldbury was undertaken as part of a programme of planned inspections for 2022/23. The scope of the intervention was aligned to the ONR Decommissioning, Fuel and Waste strategy.

Interventions Carried Out by ONR

This inspection was to confirm adequate implementation of arrangements made under the following Licence Conditions:
  • LC2 Marking of the site boundary,
  • LC9 Instructions to persons on the site,
  • LC16 Site plans, designs and specifications.
The inspection comprised of plant inspection, examination of procedures, documentation and records and interviews with staff. The Site Inspector also met with the Trade Union Safety Representatives for the Magnox Ltd Oldbury site.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I carried out LC2, LC9 and LC16 compliance inspections at the Magnox Ltd Oldbury site. I reviewed the management arrangements for LC2, LC9 and LC16 and was able to establish the “golden thread” in the management system for these LCs. I walked the site perimeter to ensure that the map of the Licensed Nuclear Site was accurate and that the site was secured from unauthorised persons.  It was my opinion that the LC2 arrangements were adequate and fences or other means used to prevent unauthorised access were properly maintained. As the incoming Nominated Site Inspector, I was provided a site induction and given adequate instructions, in accordance with LC9, having regard to the risks and hazards associated with the site and its operations, the precautions to be observed and the action to be taken in the event of an accident or emergency on the site. It was my opinion that the instructions given to me were adequate to the extent that was necessary having regards for the circumstances of my purpose on the site. I was briefed on the site plans, designs and specifications documented to comply with LC16.  I inspected the arrangements to ensure that an accurate plan and site schedule were sent to ONR if any changes were made to these. In my opinion the site plan was adequate and accurately showed the site boundary and the location of plant which might affect safety and that the operations associated therewith were adequately documented in the site schedule.

Conclusion of Intervention

In my opinion, the Licensee's arrangements for compliance with LC2, LC9 and LC16 are adequate.  I, therefore, conclude that this inspection identified no matters that may impact significantly on nuclear safety.
