Executive summary

Purpose of Intervention

The purpose of this inspection is Cyclife UK Ltd’s compliance with LC17 and LC26 relating to management systems and control and supervision.

Interventions Carried Out by ONR

The inspection centred on how LC17 and LC26 were implemented through the licences’ arrangements for compliance with the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (CDG 2009) is integrated into the management system and how control and supervision arrangements are reflected in Cyclife UK Ltd’s arrangements for movement of class 7 goods.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The licensees process lifecycle was examined in the distinct areas of: Waste Acceptance Review (WAR), Packing and Consignment. From a review of the licensee’s arrangements and the evidence examined I considered that the implementation of its arrangements for LC’s 17 is adequate.

I considered the licensees Quality Plans adequately confirm that waste packages leaving the licensees site are in compliance with the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (CDG 2009) for the movement of class 7 goods.

From my review of the arrangements for compliance to LC26, I am content that for control of operations they are proportionate to the site operations.

From the evidence examined, including interviews with the shift supervisor, I considered that the implementation of its arrangements for LC’s 26 is adequate.

Conclusion of Intervention

I am content that the arrangements made under LC17 and LC26 are adequate and implemented appropriately for the licensee’s activities.
