Executive summary
Purpose of Intervention
This was a planned intervention with Cyclife UK Ltd, undertaken as part of the intervention strategy for SDFW Division.
The purpose of the intervention was to ensure that the Licensee was demonstrating compliance with the requirements of the Regulatory Reform (Fire Safety) Order 2005 to ensure the safety of people from the danger of fire.
Interventions Carried Out by ONR
This intervention was a planned remote interaction undertaken against the life safety requirements of the Regulatory Reform (Fire Safety) Order 2005.
The intervention was completed remotely due to COVID-19 restrictions. ONR was unable to directly inspect the implementation of fire safety management procedures or assess directly the effectiveness of the activities being undertaken on the site or independently confirm actual compliance with company processes.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
The Safety Director described the changes to site that have occurred over the past three years. These have resulted in an increase in workload, an increase in the number of staff employed, a revised longer work pattern and more waste being processed. Three new business areas have been created, one of which includes an aspect of the business likely to become more involved in decommissioning activities on EDF sites.
Work to maintain fire safety management standards as a consequence of Covid-19 precautions have been developed and introduced since April 2020.
From his description I did not identify any significant departures from compliance that will require follow up as part of regulatory interactions. No matters were identified as requiring immediate regulatory attention.
I have asked for a copy of the site Fire Risk Assessment which formed part of the discussions during this intervention.
The outcome of the discussions from this intervention suggest that the site has a healthy appreciation of fire safety risks and continue to apply adequate control measures to reduce the risk to life from fire ALARP.
Overall, I judged that the standard of compliance with the Regulatory Reform (Fire Safety) Order 2005 to be adequate.
Conclusion of Intervention
I concluded that the aspects of fire safety arrangements discussed, within the limitations of a remote intervention, appear compliant with the legislation. I have rated the outcome of this intervention as GREEN.
