The aim of the inspection is to review the dutyholder's emergency arrangements as required by License Condition 11 and the Radiation (Emergency Preparedness and Public Information) Regulations 2019 (REPPIR)

Key findings, inspector's opinions and reasons for judgement made

In accordance with the Office for Nuclear Regulation’s (ONR’s) Magnox Ltd Harwell intervention plan, ONR performs a series of planned compliance inspections of identified licence conditions (LCs) and other applicable legislation, to ensure that the site is meeting its legal requirements. This was an emergency arrangements themed inspection taking account of the License Condition (LC) 11.

LC11 requires that the licensee makes and implements adequate arrangements for dealing with any accident or emergency arising on the site and their effects.

The inspection sampled from several areas of the emergency planning capability map as identified in ONR technical Inspection Guide NS-INSP-GD-011. In my opinion, the Licensee's arrangements for compliance with LC11 are adequate. However, a number of areas for improvement have been identified. Of significance was the lack of available evidence to demonstrate all major findings from the ML internal oversight inspection from two years prior had been addressed. ML Harwell believe that the more significant actions underpinning the major findings have been addressed but evidence to support this has not been provided.

Conclusion

The inspection identified a number of areas for improvement including the need for a comprehensive review of the emergency arrangements capability map. Evidence has not been provided to demonstrate all major findings from a ML internal oversight inspection have been addressed. This is of concern as the actions have been open for 2 years which is inconsistent with the finding categorisation of major. I consider a rating of AMBER, “Seek improvement” against LC11 to be appropriate.
