Aim of inspection
To determine compliance with LC 10 (Training) associated with induction and site specific training for transient pre-outage (RO20) contract staff.

Key findings, inspector's opinions and reasons for judgement made
I inspected a total of three ‘dynamic learning assessment’ (DLA) training sessions delivered by the dutyholder at their offsite training centre. The inspection included observation of the delivery of training and discussion with the licensee trainers.
I noted the following:
- The training was very well coordinated with delivery of this pre-outage training commencing several weeks prior to my inspection.
- All transient outage specific contract staff have to complete the training before their site pass is authorised and issued.
- The expected numbers of contract staff requiring this training could be in excess of 1000 persons.
- There were a number of licensee training staff delivering up to seven training sessions per day.
- A one hour classroom training session, where EDF standards and expectations were presented and where participants were actively encouraged to interact was followed by a one hour plant simulation walkdown. The walkdown I considered to be good practice where typical plant conditions, isolations, signage, hazards, protected plant, principle fire barriers and dropped object mitigations were discussed and attendee dialogue actively encouraged.
- Each training session accommodated up to twelve persons.
ONR guidance ‘NS-INSP-GD-010-LC10-Training’ was utilised as the benchmark for the judgment of compliance with Licence Condition 10 - Training.
Conclusion
From the evidence sampled I judged that the licensee adequately demonstrated compliance with LC10 - training and a Green rating was assigned requiring no further action.
