The purposes of this intervention at EDF Energy Nuclear Generation Ltd’s (NGL) Torness power station was to undertake a compliance inspection of LC10 – Training, this inspection focused specifically on training associated with statutory outages.
The objective was to assess how the Torness training arrangements and programme contribute to producing competent staff, in line with statutory outage requirements, who are able to conduct operations which could affect nuclear safety.
In particular, the inspection assessed:
The Torness Nominated Site Inspector led the LC10 inspection and was supported by an ONR Leadership and Management for Safety specialist inspector. The inspection team sampled Torness’s systematic approach to training relating to statutory outages, to assess the effectiveness of the implementation of training management arrangements. Additionally, we spoke to staff in statutory outage control and supervisory positions and those involved in managing the process for nuclear safety. Discussions were also held with Torness safety representatives.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Findings were discussed with station management following the inspection. There were no findings from this inspection that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions at Torness.
