Sizewell A Site - LC 11 and 22 inspection

Executive summary

Purpose of Intervention

This inspection, one of a series of planned inspections for 2020/21 at Magnox Ltd’s Sizewell A licensed nuclear site, was undertaken to judge compliance with licence condition (LC) 22 – Modification or experiment on existing plant.

Additionally, an unplanned inspection was undertaken of the licensee’s arrangements for training staff to undertake duties for LC11 – Emergency arrangements throughout the coronavirus pandemic.

Interventions Carried Out by ONR

During this inspection ONR assessed the adequacy of the licensee’s arrangements for modification or experiment on existing plant made under LC22 and inspected the implementation of these arrangements.

ONR also inspected the training and appointment of staff involved in the site’s emergency arrangements made under LC11 throughout the coronavirus pandemic and looking ahead to the resumption of further decommissioning activity at the site when allowed.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The arrangements for modification or experiment on existing plant under LC22 are adequate.

The arrangements for training and appointing staff to emergency roles under LC11 are adequate.

During the inspection ONR noted that there is an accumulation of waste at the site and will be seeking improvement.  This will be monitored during routine regulatory engagement with the site.

Conclusion of Intervention

Modification or experiment on existing plant is being adequately managed on site in accordance with the requirements of site licence condition 22.

Competence of staff to respond to the on-site emergency arrangements has been adequately maintained throughout the coronavirus pandemic and adequate arrangements are in place to meet the requirements of site licence condition 11 as the site returns to full working post pandemic.
