Dungeness B (performed remotely) - LC7 and LC17 compliance inspection (Human Factors)

Executive summary

Purpose of Intervention

The purpose of this intervention was to routinely assess Dungeness B’s (DNB’s) compliance with Licence Condition (LC) 7 ‘Incidents on site’ and LC17 ‘Management Systems’ arrangements.  The focus of the management systems aspects of the inspection was confined to Human Factors aspects of the systems relevant to the inspection (in this instance, the process of extending or suspending tests in the maintenance schedule).

Interventions Carried Out by ONR

This intervention was carried out remotely by ONR’s Human Factors Inspector over the period 25th January to 9th February 2021. 

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable, no system-based inspection was undertaken.

Licence Condition 7 – Incidents on Site – GREEN (No Formal Action)

Licence Condition 17 – Management Systems - GREEN (No Formal Action)

Conclusion of Intervention

Interventions ratings of Green were given against LCs 7 and 17, with one Regulatory Issue being raised against LC17.  Recommendations for consideration were also raised regarding the investigation and corrective action processes.
