Planned Site Inspection against Licence Conditions 25 and 26 on Operational Records and Supervision of Operations

Executive summary

Purpose of intervention

This record is of my visit to Magnox Ltd’s Oldbury nuclear licensed as part of ONR’s compliance inspection plan for the site.

During the intervention I also attended: a planning meeting for the next level 1 emergency exercise demonstration; a discussion on preparations for post defuelling manning levels; and the site’s January stakeholder group meeting

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I reviewed Oldbury’s procedures for complying with LCs 25 and 26 and how they were implemented.  I concluded that Oldbury had adequate arrangements which were implemented appropriately in compliance with  these LCs because:

I was content with the progress Oldbury had made in planning for work after the site is declared to be fuel-free.  This will mean a degree of demanning of the number of staff posts on the site and this was being planned using the experiences of other Magnox sites that had gone through this process previously.  This process should demonstrate that there are sufficient nuclear posts to meet safety requirements.

Conclusion of Intervention

From the evidence sampled during this inspection and the discussions held with Oldbury staff, I found that the operational records and control and supervision of operations were adequate.  Other information supplied to me will help me to plan my interventions during the next financial year.  I will plan my inspections around activities taking place on site so that I can judge the effectiveness of initiatives undertaken by Oldbury during 2015-16 that may challenge safety.
