The purpose of the intervention was to review Imperial College’s (the Licensee) arrangements, and the implementation of those arrangements, under Licence Condition (LC) 13, Nuclear Safety Committee (NSC), including observing the proceedings of an extraordinary NSC meeting called to discuss and endorse the licensee’s Decommissioning Safety Case (DSC).
The arrangements made by the Licensee under LC 13 were discussed for their adequacy with respect to the requirements in LC 13. In addition to reviewing the arrangements under LC 13, the Site Inspector requested ONR be present to observe a meeting of the NSC so as to observe implementation of the Licensee’s arrangements for obtaining advice from the NSC.
Our observations were that the meeting had been well organised and administered, and was well chaired allowing open and flexible discussion and responses from members. There appeared to be a good focus in the committee’s discussions on the apparent main risks identified in the safety case. The Chair allowed and encouraged good challenges from committee members and allowed the discussions to follow a natural and sensible course while avoiding repetition. The committee also questioned effectively the licensee’s proposals.
It appeared to us that the committee appeared to be operating effectively, and was providing an efficient mechanism for the provision of good quality advice on technical matters to the licensee. The proceedings of the meeting gave us confidence that the committee was fulfilling its purpose and contributing significantly to safer licensee activities.
In our opinion the licensee was in compliance with LC13(1) to (3) and (11) and considered that the licensee’s arrangements demonstrated good compliance with LC13(4) to (6). We discussed with the licensee its interactions and discussions with committee members outside formal meetings, and took the view that these were appropriate and helpful, and consistent with LC(7). The licensee’s arrangements ensure that a full and accurate record of NSC meetings is furnished to ONR, in compliance with LC13(8).
We considered that the licensee’s overall compliance with LC13 was good (rated 2).
