Executive summary

Purpose of Intervention

This was one of a series of planned Licence Condition (LC) compliance inspections of the Sizewell A Site for 2019/20.

The aims of the inspection were to:

• Assess the adequacy of the implementation of the Magnox Limited (ML) management systems established under LC17.
• Assess the adequacy of the ML organisational capability as implemented and controlled under the LC36 arrangements.

Interventions Carried Out by ONR

I carried out an inspection of the implementation of the licensee’s LC17 & LC36 arrangements. 

I also met the site Safety Representatives, the Ponds Delivery Manager and the Closure Director to discuss safety matters and decommissioning progress.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

From the evidence examined I judged that the licensee’s implementation of its arrangements for LC’s 17 & 36 is adequate.

Conclusion of Intervention

I am satisfied that the implementation of the licensee’s LC17 management systems and the management of the organisational capability under LC36 are adequate.

The Safety Representatives are generally content with the management of safety matters at the site.  Some minor issues were raised which I will follow up during routine regulatory engagement with the site.
