Site Inspection to ensure compliance with the Regulatory Reform (Fire Safety) Order 2005

Executive summary

Purpose of Intervention

This was a planned inspection at the Low Level Waste Repository (LLWR) site, undertaken as part of the intervention strategy for the Decommissioning, Fuel and Waste Sub-Division.  The purpose of the inspection was to ensure that the Licensee was demonstrating compliance with the fire, life safety requirements of the Regulatory Reform (Fire Safety) Order 2005.

Interventions Carried Out by ONR

The inspection assessed management arrangements to support fire safety, and examined the practical implementation of fire protection within pre-selected areas on the site.  I used the relevant legislation, (Regulatory Reform (Fire Safety) Order 2005), relating to this inspection to focus on life fire safety issues. Of particular focus was the application and understanding of the fire safety strategy

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I am of the opinion that senior managers have identified the risk from fire at LLWR at an appropriate level. They understand the importance of the Fire Safety Advisors’ role and the challenges that exist.

During both the walk-down and the meetings held during the day I identified a number of examples of industry good practice. A number of areas for improvement along with recommendations aimed at further enhancing the standards of fire safety will be followed up. I am of the opinion that the site displayed an appreciation of the importance of effective fire safety measures and regulatory requirements within the facilities I inspected.

Conclusion of Intervention

This inspection demonstrated that the Site’s fire safety arrangements are effective and adequately implemented.
