Executive summary

Purpose of Intervention

The purpose of this intervention was to undertake regulatory inspections at EDF Energy Nuclear Generation Limited (EDF NGL) Hartlepool Power Station, in accordance with ONR’s Integrated Intervention Strategy (IIS) 2019-20 for the Operating Reactors Sub-Division.

Interventions Carried Out by ONR

As part of this intervention the Nominated Site Inspector and Outage Project Inspector (hereto refer to as ‘I’), carried out a planned compliance inspection against the following licence condition:-

LC 26: Control and supervision of operations.

The intervention was based on sampling the implementation of the arrangements in place at the station against the licence condition and ONR inspection guidance.

Explanation of Judgement if Safety System Not Judged to be Adequate

No safety system inspection was undertaken, hence this is not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I undertook a planned intervention against LC 26, during which I:

Observed a number of planning meetings. The meetings were well attended and although the main focus of the meetings related to progress against the statutory outage programme, nuclear and conventional safety was considered.
Sampled a number of planned activities and judged that the appropriate level of control and supervision was implemented commensurate with their safety significance, and therefore, no formal action is required.

No significant shortfalls were identified and a number of minor observations were made and communicated to the licensee.

Conclusion of Intervention

After considering the evidence examined during the inspection against Licence Condition 26, ONR concluded that the licensee complied with its legal duties and an inspection rating of Green was determined.

There are no findings from this intervention that could significantly undermine nuclear safety. At present, no additional regulatory action is required over and above the planned interventions at Hartlepool Power Station.
