This unplanned inspection was carried out as part of ONR’s follow-up enquiries into a number of minor incidents that have occurred at the Grove Centre recently. The inspection was carried out under Site Licence Condition 36 – Organisational capability. The purpose was to review the licensee’s capability and capacity to safely deliver decommissioning activities at the site.
LC36 requires the licensee to make and implement adequate arrangements to control any change to its organisational structure or resources which may affect safety.
This intervention was carried out to assess the licensee’s arrangements against ONR’s requirements and the licensee’s implementation of the arrangements.
In addition to the inspection ONR attended a number of meetings at the site.

Following a review of the licensee’s LC36 arrangements against the relevant guidance I am of the opinion that they adequately meet ONR’s expectations for such arrangements.
Following inspection of the implementation of the arrangements throughout the recent changes at the site I am satisfied that the licensee has adequately followed its arrangements.
Based on my findings I am satisfied that the licensee does have sufficient capability and capacity to safely deliver the planned decommissioning. Additionally I am of the opinion that the arrangements will ensure any capacity issues will be identified in the future.
